This approach has a structural lag — companies disclose after commitments are made. The digital twin approach cross-references weak signals from labor markets, regional news, and procurement databases against known SMR design requirements to surface project commitment 12–18 months earlier.

01 Map design requirements. Each SMR design has a specific component fingerprint: integral PWRs need compact RPVs, fast reactors need sodium-rated pumps, HTGRs need TRISO fuel lines. Build a required-components matrix per design.

AP300 Design Cert Application filing date confirmation
Westinghouse has the most powerful licensing advantage of any SMR vendor (AP1000 precedent) but has not yet filed the AP300 DCA. A firm DCA filing date from Westinghouse management would be a strong signal of customer commitment behind the scenes — vendors file DCAs when they have enough customer interest to justify the $100M+ cost.

BLS nuclear-sector employment spikes in SMR-hub counties
Bureau of Labor Statistics Quarterly Census of Employment and Wages (QCEW) releases county-level employment data with a 6-month lag. A statistically significant employment spike in nuclear-manufacturing NAICS codes (332410 Power Boiler Mfg, 335311 Power Transformer Mfg) in Lynchburg VA, Wilmington NC, or Chattanooga TN MSAs is a confirming lagging signal that manufacturing ramp has already begun.

What the supply chain signals tell equity investors

The manufacturing moat is already forming — and BWXT holds it. Regardless of which SMR design wins the market, BWXT in Lynchburg is the most defensible position in the US SMR supply chain. TRISO fuel, naval reactor components, N-stamp manufacturing capacity, and DOE contract flow all converge in one facility. BWXT is not a bet on one SMR design — it is a bet on SMR manufacturing itself.
BWRX-300 has the clearest commercial path. A signed utility contract (OPG), a filed DCA, a reference site under construction (Darlington), and standard LWR components that don't require exotic supply chains. The signal hierarchy for BWRX-300 commercial validation: (1) NRC DCA schedule confirmation, (2) TVA vendor selection, (3) OPG first concrete. Watch in that order.
HALEU-dependent designs are not investable on schedule. Both Natrium (TerraPower) and Aurora (Oklo) require a fuel supply that does not exist at commercial scale. The 2030 first-criticality schedules for these designs are physically impossible without a Centrus expansion that has not been funded or contracted. Schedule slippage of 3–5 years is the base case, not a risk case.
Kairos Power is the most underappreciated advanced design. A real construction permit, a real test reactor being built, and a Google anchor customer. The KP-FHR does not require HALEU. The fluoride salt supply chain, while novel, is not a global-scale constraint the way RPV forgings or HALEU enrichment are. Hermes milestone execution is the next de-risking event to watch.
